Small towns that don’t have the staffing or money to maintain a SWAT unit properly are doing it anyway. And it’s endangering innocent lives. The mother of a 19-month-old boy, maimed by a SWAT team’s flash grenade, said it was like being “attacked by a vicious pack of dogs...it changed everything.” Unfortunately, mistakes are happening in small communities across the country as police increasingly turn to deadly force to investigate non-violent crimes.
